Problem:

Edition of Specification (Year): 2001

Defect code :  1. Error

The sentence starting in line 3207

  How any changes to the value of seconds since the Epoch
  are made to align to a desired relationship with the current
  actual time are made is implementation-defined.

is grammatically incorrect, because the phrase "are made" appears twice.

This typo persists in the 2003 edition:

Action:

Remove the second occurance of "are made" from the sentence starting in line 
3207, such that it reads

  How any changes to the value of seconds since the Epoch
  are made to align to a desired relationship with the current
  actual time is implementation-defined.

and review the resulting sentence for grammatical correctness.
