The standard provides interfaces for querying these databases in grp.h and pwd.h, but does not specify generic interfaces for creating entries in these databases. I believe it's presumed an implementor will provide interfaces or a utility to perform this function, but in the absence of such an application that has a need to create entries would need to know the format so it does not corrupt the databases.

This is especially relevant if the grp and pword structures the implementation uses have more members defined than the minimum required.

The text says that this is "A system database of implementation-defined format".
Use of this term requires the PCD to document the format.
There is no benefit to portable applications to know the format.

Action:

Change "implementation-defined" to "unspecified"
