Problem:

Edition of Specification (Year): 2003

Defect code :  2. Omission

References are given against TC1.

That's probably a penny, but it is not said explicetely that both 
PTHREAD_INHERIT_SCHED and PTHREAD_EXPLICIT_SCHED shall be supported.

Furthermore, since we don't see any other reasonable values for 
inheritsched, I suggest to restrict the implementation to these 2 
values.
